Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is recruiting for multiple Minor Decoy positions in our Medford Regional Office located at 855 Medford Center, Medford, Oregon.
Minor Decoys work with Regulatory Specialists to ensure licensees lawfully sell and serve alcohol and marijuana products by confirming the licensees are not selling to minors.
This position achieves this purpose by attempting to purchase alcohol and marijuana products at alcohol and recreational marijuana retail locations.
Applicants must be between the ages of 18-20 years of age at the time of hire.
This position is hourly/part-time and performed on an as-needed basis at $17.
31/hr.
Who are we? The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program.
All three programs are supported by the Administration, Financial Services, and Support Services divisions.
Revenue generated from these programs helps support state and local government programs.
The OLCC distributed more than $600.
4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs.
This money helps fund essential services such as schools, police, and healthcare for Oregonians.
The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state.
The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores.
OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.
The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores.
The program also tracks the growing, transporting, processing, and selling of recreational marijuana products.
The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon.
What are some of the supporting duties? Accompanies Regulatory Specialists into licensed premises.
May also participate in joint missions by accompanying personnel from law enforcement agencies or special interest groups in accordance with agency policy.
Enters businesses to attempt to purchase alcohol or recreational marijuana using valid legal driver’s license, identification card or other valid identification to determine whether or not a retail OLCC licensee is selling alcohol or retail marijuana products to patrons under the age of 21.
Selects or verbally requests regulated products.
Attempts to purchase products using cash obtained from a Regulatory Specialist prior to the compliance check.
Provides valid identification to clerk if asked.
States correct age or date of birth if asked, and may not lie or otherwise verbally misrepresent age.
Requests the return of identification if the clerk attempts to confiscate it.
Communicates verbally and documents in writing minor decoy visits and findings in a narrative report.
Attaches receipts and other related documentation.
Prepares and presents documents needed for contested case hearings.
Testifies on behalf of the Commission at administrative law hearings and/or in criminal court.
What do you need to qualify? Minimum Qualifications: Must be a high school student or a college student currently enrolled in or having identified a field of specialization that will be defined at the time of recruitment by the recruiting agency.
