54 This position will be assigned to, but not limited to Risk Management, Workers Compensation, Safety, and County wide training programs.
Under direction, to learn and perform a variety of analytical assignments and special studies related to operations, functions and services of the Siskiyou County Administrator Office; to assist with the conduct of administrative programs and functions; to prepare reports and presentations on a variety of issues; and to do related work as required.
DISTINGUISHING CHARACTERISTICS This is the entry and first working level in the Management Analyst class series.
Positions are normally found in the County Administrator Office.
Responsibilities include performing a variety of basic analytical studies in personnel, budgeting, risk management, workers compensation, purchasing, and special projects.
This class is distinguished from Management Analyst II by the fact that Management Analyst IIs perform a wider scope of analytical and administrative assignments, requiring more in-depth knowledge of County policies, functions, and Administrator Office responsibilities.
When a Management Analyst I incumbent has become familiar with County Administrator Office functions and policies and demonstrated sound work habits, they may expect promotion to Management Analyst II.
REPORTS TO County Administrator CLASSIFICATIONS SUPERVISED None Examples of Duties Example of Duties: Performs a variety of basic administrative and analytical assignments in personnel, budgeting, risk management, workers compensation, unemployment insurance, general liability, countywide purchasing activities, and special projects.
Assists with coordination of the County workers compensation program; serves as a liaison between all County departments and the Third Party Administrator for the County Self Insured Program.
Solicits bids from brokers for insurance coverage for forms of coverage deemed necessary; assists with coordination of the Risk Management Program including Unemployment Insurance, Liability, and Claims Processing.
Assists with coordination of employee benefits including employment assistance, long term disability, health insurance, etc.
; coordinates policies, bids, renewals, and changes for all County employee health insurance and related programs; conducts new employee orientations as needed.
Conducts purchasing activities for the countywide office supply contract, reviewing and authorizing purchase orders and preparing and implementing purchasing policies.
Works with the County Administrator, reviewing bid packets and insuring that policies and procedures are followed; participates in budget development for a variety of programs.
Gathers and interprets statistical information.
Assists with development of department charge back procedures and methods for claims processed.
Prepares mandated State reports on programs such as the Self Insurance Reserve Fund.
Assists with coordination and administration of assigned administrative programs such as the County Surplus Inventory, County Safety Program, Alcohol and Drug Testing Program for the Safety Sensitive Employees.
Collects information on special issues.
Prepares analysis of data and develops reports identifying the issues and provides alternatives or solutions as assigned.
Prepares analysis of legislation affecting County operations and programs.
Organizes information for formal presentations and makes presentations as directed.
Documents study results.
Assists with special projects as assigned by County Administrator and Deputy County Administrator.
Knowledge of: Functions, organizations, and programs of California local government agencies.
Research and information gathering techniques.

Budget development and control.
Legislative and executive functions and procedures.
Desired Skills: Learn and assist with planning, organizing, and coordinating various administrative functions of the County Administrator Office, such as personnel, budget, risk management, and insurance programs.
Perform a wide variety of analytical work and administrative assignments.
Organize and present ideas and recommendations both orally and in writing.
Develop and monitor budgets.
Organize statistical and narrative information and present ideas in a clear, concise manner.
Interpret State, Federal, and local laws, codes, regulations regarding County Administrator functions.
Gather, maintain, and analyze a variety of information regarding County Administrator operations and functions.
Prepare comprehensive, clear reports.
Operate a computer and use appropriate software in the performance of administrative and analytical work.
Effectively represent the County Administrator Office with the public, community organizations, other County staff, boards, commissions and other government agencies.
Establish and maintain cooperative working relationships.
Typical Qualifications Training and Experience: Any combination of training or experience that would likely provide the knowledge and skills to successfully perform the listed duties is qualifying.
A typical way, but not required, to obtain the required knowledge and skills would be: Previous work experience and/or educational training which would develop familiarity with the functions, operations, and programs of California local government is highly desirable.
Completion of Bachelors Degree course work in business administration, public administration, or a closely related field, from an accredited college or university is desirable.
Special Requirements: Possession of, or ability to obtain, a valid and appropriate driver's license.
